Organizational Setting

The Office of Legal Affairs, which reports directly to the Director General, provides legal services of the highest possible standards to the Director General, the Secretariat and to the organs and bodies of the IAEA, as well as to Member States, regarding the implementation of the IAEA's activities.

The Nuclear and Treaty Law Section provides legal advice and support in the areas of nuclear safety, security and liability, as well as nuclear energy, nuclear applications and technical cooperation. It is also responsible for the IAEA's depositary function and the IAEA Legislative Assistance Programme.

Main Purpose

Reporting to the Section Head, the Legal Officer, IAEA Legislative Assistance Programme Lead, contributes specialised nuclear law knowledge and project management experience to the planning, implementation and evaluation of activities within the IAEA Legislative Assistance Programme. The incumbent prepares legal opinions and advice, analyses legal instruments and documents in all areas of nuclear law, assists Member States with national legislation, and coordinates and supervises legislative assistance work.

Role

The Legal Officer is a subject matter expert and active member of a team within the Nuclear and Treaty Law Section, providing professional input in developing and implementing OLA projects in all areas of nuclear law and the IAEA Legislative Assistance Programme.

Functions and Key Results Expected

• Plan, implement, coordinate, monitor and evaluate activities within the IAEA Legislative Assistance Programme.
• Draft advice on international legal instruments adopted by and under IAEA auspices, especially nuclear safety, security and civil liability.
• Prepare advice to Member States regarding national nuclear legislation.
• Develop and implement legislative assistance work plans in cooperation with Member State officials.
• Prepare studies, briefs, correspondence and recommendations for the Head of Section and Director.
• Organise and participate in nuclear law seminars, workshops and training courses.
• Represent OLA and deliver advice and lectures during IAEA missions and other events.
• Lead, train and mentor staff in legislative assistance and review of national nuclear legislation.

Required Expertise

• Knowledge of broad principles of public international law.
• Ability to draft clear and concise legal documents.
• Ability to support policy development within the relevant legal framework.
• Knowledge of and ability to analyse and apply the IAEA Statute, Rules of Procedure, Regulations, Practices and Precedent.

Qualifications, Experience and Language Skills

• Higher Degree such as Juris Doctor or Advanced Law Degree, with admission to a national bar or equivalent.
• Minimum of seven years of relevant experience, including several years at international level.
• Proven ability to prepare legal drafts and review national nuclear legislation.
• Solid experience in the interpretation and application of international legal instruments, especially in the nuclear field.
• Excellent oral and written command of English. Other official IAEA languages are an asset.

Remuneration

The IAEA offers a tax-free annual net base salary starting at US $86027, a variable post adjustment currently amounting to US $46627, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks annual leave, home leave travel, pension plan and health insurance.
