Organizational Setting

The Department of Nuclear Sciences and Applications implements the IAEA's Major Programme 2, Nuclear Techniques for Development and Environmental Protection. The Research Contracts Administration Section manages the IAEA's coordinated research activities, including programmatic and financial planning and implementation relating to research, technical and doctoral contracts, research agreements, Coordinated Research Projects and Research Coordination Meetings.

Main Purpose

Under the supervision of Section Head, NACA, the Research Contracts Officer monitors and analyses the financial performance, budget utilization and forecasting of the Coordinated Research Activities, ensures that policies and procedures in respect of all contractual arrangements under the CRA are followed, provides advice, liaison and support to Coordinated Research Activities and supports business process improvement, CRA-related IT systems and reporting tools.

Functions / Key Results Expected

  • Contributes to the overall management and administration of research, technical and doctoral contracts, research agreements and Coordinated Research Projects.
  • Prepares working papers for the Committees for Coordinated Research Activities, maintains accurate CRP records and provides technical guidance to Project Officers.
  • Coordinates and oversees the review and approval of research proposals, progress and final reports and amendment requests.
  • Analyses financial aspects of Coordinated Research Activities and evaluates financial and operational data using enterprise systems and databases.
  • Liaises with the Office of Legal Affairs to ensure alignment with Agency policies and audit requirements.
  • Produces analytical and statistical reports for programme review, monitoring and outreach activities.
  • Coordinates with IT staff and stakeholders on CRA applications, reporting systems, business requirements and process automation.
  • Liaises with internal stakeholders, Contracting Institutions, Permanent Missions and Member State representatives.
  • Supports the management and oversight of the Agency's Collaborating Centres programme.
  • Serves as acting Executive Secretary to the Committees for Coordinated Research Activities when required.

Qualifications, Experience and Language Skills

  • University degree in Business Administration, Finance, Accounting, Information Systems, Data Analytics or related field; advanced university degree would be an asset.
  • At least five years of experience in programme development and financial management, preferably in an international environment.
  • Experience in managing a diverse programme addressing the needs of developing and developed countries.
  • Proven experience in analysing and interpreting financial and operational data and preparing analytical reports and dashboards.
  • Experience in system enhancement, business analysis, digital transformation or process automation initiatives.
  • Knowledge of Project Management such as LFM or PRINCE2 is desirable.
  • Excellent oral and written command of English; knowledge of other official IAEA languages is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71335, a variable post adjustment currently amounting to US $37094, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks' annual leave, home leave travel, pension plan and health insurance. Ihre Inspektorinnen und Inspektoren reisen um die Welt und prüfen nach, dass Uran und Plutonium dort bleiben, wo sie hingehören: in der friedlichen Nutzung. Andere Fachleute der IAEA helfen, mit nuklearer Technik sauberes Trinkwasser in Städte zu bringen, Ernten zu sichern oder Krebs zu behandeln. Seit 1957 arbeitet die Organisation unter dem Leitgedanken „Atoms for Peace“. Der Sitz ist Wien.

Die IAEA ist eine eigenständige internationale Organisation im System der Vereinten Nationen, gegründet 1957 und heute getragen von 181 Mitgliedstaaten. Ihr Auftrag klingt schlicht und ist enorm: dafür zu sorgen, dass Kerntechnik dem Frieden dient und nicht dem Krieg. Rund 2.500 Menschen aus mehr als 100 Ländern arbeiten daran mit, die meisten am Hauptsitz im Wiener Vienna International Centre.

Die Bandbreite der Berufe ist groß. In der Abteilung Safeguards werten Analystinnen Mess- und Satellitendaten aus, während Inspektoren vor Ort in Kernanlagen das Material verifizieren. In den Laboren im niederösterreichischen Seibersdorf und in Monaco untersuchen Wissenschaftler Boden-, Wasser- und Meeresproben. Ärztinnen und Medizinphysiker bringen Strahlentherapie in Länder, in denen der Zugang zur Krebsbehandlung knapp ist. Dazu kommen Ingenieure für Reaktorsicherheit, Juristen, Übersetzer und Verwaltungsfachleute. Sechs Fachdepartments decken das ab, von den Nuklearwissenschaften über Kernenergie und nukleare Sicherheit bis zur technischen Zusammenarbeit mit ärmeren Ländern.

Wer hier anfängt, arbeitet international im Wortsinn. Neben Wien unterhält die Agentur Verbindungsbüros in New York und Genf, Regionalbüros in Toronto und Tokio und ein gemeinsam mit Triest betriebenes Forschungszentrum. Die Gehälter folgen dem einheitlichen System der Vereinten Nationen, das Kollegium kommt aus über hundert Nationen. Geleitet wird die Organisation seit Dezember 2019 von Generaldirektor Rafael Grossi. 2005 erhielt die IAEA gemeinsam mit ihrem damaligen Generaldirektor den Friedensnobelpreis.
