Organizational Setting

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The Department develops and implements IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

Main Purpose

The Safeguards Technology Expert (DPRK) contributes to the IAEA's nuclear verification mission by conducting analyses using all sources of safeguards-relevant information available to the Department. These analyses support the IAEA's enhanced readiness activities for the DPRK and support activities in the DPRK when approved by the Board of Governors.

Role

The Safeguards Technology Expert (DPRK) is a safeguards technology and analysis specialist, a cross-functional coordinator and a readiness and technical support lead for DPRK verification activities.

Functions / Key Results Expected

• Review, update and develop prospective safeguards procedures, working papers and guidance for all DPRK deployment scenarios and facility types.
• Contribute to the development and documentation of prospective safeguards approaches and verification measures.
• Coordinate with and support counterparts across the Department to incorporate latest concepts, analytical requirements and equipment options into procedures.
• Contribute to tabletop exercises and training modules to validate procedures and identify gaps.
• Provide technical input to procurement and equipment planning by defining functional requirements and field-use constraints.
• Coordinate maintenance, inventory and calibration of current DPRK Team specific equipment.
• Organize and coordinate radiation protection requirements and procedures for challenging and hazardous environments.

Required Expertise

• Knowledge of the nuclear fuel cycle, with emphasis on nuclear proliferation pathways, proliferation indicators and trade analysis.
• Ability to provide assessments on nuclear programmes and proliferation activities based on analysis of safeguards relevant information.

Qualifications, Experience and Language Skills

• Advanced university degree in sciences, technology, engineering, international relations, non-proliferation studies or analysis.
• Bachelor's degree with two additional relevant years may be considered in lieu of an advanced degree.
• Minimum seven years of experience in nuclear non-proliferation, nuclear-related research or nuclear safeguards implementation.
• Experience writing and editing analytical reports, contributing to training programmes and conducting engagement activities.
• Excellent oral and written English. Knowledge of Arabic, Chinese, French, Korean, Russian or Spanish is an asset.

Remuneration

The IAEA offers a tax-free annual net base salary starting at US $86027, a variable post adjustment currently amounting to US $43788, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks annual leave, home leave travel, pension plan and health insurance.
